This bill amends the Foreign Assistance Act of 1961 to improve reporting on countries' efforts against narcotics-related money laundering and requires the Treasury Secretary to report on making Bank Secrecy Act examinations more consistent.
Sec. 2, Improvements by countries in combating narcotics-related money laundering: The bill updates the annual International Narcotics Control Strategy Report to require, where available, examples of each country's improvements in preventing narcotics-related money laundering, including actions taken due to new laws, enhanced enforcement actions, changes in international evaluations, prevention efforts, and relevant bilateral, multilateral, or regional initiatives. The President must consult with the Treasury Secretary on money laundering parts of the report and submit a separate volume on money laundering to the House Financial Services Committee and Senate Banking Committee. Within 180 days of enactment, the Treasury Secretary must consult with federal banking agencies, the Financial Institutions Examination Council, and the Bank Secrecy Act Advisory Group to determine how to build more consistent Bank Secrecy Act exams, and then submit a report to those same committees describing steps being taken to achieve that consistency.
