This bill requires the National Highway Traffic Safety Administration (NHTSA) to establish guidelines for advanced driver assistance systems (ADAS) calibration, modifications, and tolerances, and to conduct a related study.
Sec. 2, ADAS modification ranges and tolerances guidelines: Within 24 months, the Secretary of Transportation, through NHTSA, must develop and publish guidelines for ADAS and vehicle dynamic systems in passenger motor vehicles from model year 2028 onward. These guidelines must include allowable modification ranges and tolerances (e.g., ride height, wheel dimensions), a process for manufacturers to provide tolerance information to owners and NHTSA within 30 days of vehicle release, quantifiable tolerance thresholds for displacement, proper calibration procedures after repair or modification, and confirmatory test protocols. The Administrator may contract with independent labs for testing, must base determinations on empirical data, and must reference or expand upon New Car Assessment Program methodologies. Manufacturers not meeting guidelines are subject to civil penalties.
Sec. 3, ADAS modification ranges and tolerances study: Within 12 months, the Secretary must complete a study and report to Congress assessing the safety needs, feasibility, capability, and cost for NHTSA to develop and maintain industry guidelines for ADAS functionality after modification. The study must consider vehicle tolerance information, allowable modification ranges, quantifiable tolerance thresholds, calibration procedures, and confirmatory test protocols. The Administrator must consult with manufacturers, standard setting organizations, the independent automotive aftermarket, and dealers.
Sec. 4, Definitions: Defines key terms including 'Administrator' (NHTSA Administrator), 'advanced driver assistance system' or 'ADAS' (Level 0, 1, or 2 systems), 'dealer' and 'manufacturer' (as in title 49), 'confirmatory test' (standardized post-calibration test), 'independent automotive aftermarket' (parties not authorized by manufacturers), 'Level 0, 1, 2' (as per SAE J3016), 'motor vehicle' and 'passenger motor vehicle' (under 10,000 pounds GVWR), 'owner', 'Secretary' (Transportation Secretary), and 'vehicle dynamic system' (ADAS and related systems affecting stability or motion).
