Summary

This bill directs the Secretary of Veterans Affairs to establish a Blast Overpressure Task Force within the Department of Veterans Affairs to improve healthcare and benefits for veterans and service members affected by blast overpressure or blast exposure.

Sec. 2, Establishment of the Blast Overpressure Task Force: The Secretary must create the Task Force through the VA-DoD Joint Executive Committee within 180 days of the bill's enactment. The Task Force's duties include improving healthcare and benefits for those with traumatic brain injury, PTSD, or other symptoms from blast exposure; aligning research and acquisition strategies; establishing physiological and cognitive baselines; prioritizing translational research on topics like sleep therapy, gut health, mobile diagnostics, vestibular dysfunction, autonomic dysregulation, cumulative mild TBI, neuroinflammation, and other issues; monitoring sensory decline and stress-related impairments; and supporting care continuity with mobile and longitudinal diagnostic tools. The Task Force must issue annual reports to relevant congressional committees detailing research initiatives, coordination outcomes, clinical advancements, and recommendations on how VA claims processors should evaluate evidence linking conditions to military service and best practices for evaluating neurological injuries in benefits examinations. The Task Force terminates on September 30, 2029.
