Summary

This bill directs the Secretary of Commerce to establish the Kids Internet Safety Partnership to identify and advance best practices for the online safety of minors. Sec. 2, Kids Internet Safety Partnership: The Secretary must establish the Partnership within one year of enactment and appoint a Director to lead it. The Partnership's duties include coordinating with federal agencies like the FTC and stakeholders to identify online risks and benefits for minors, as well as widely accepted or evidence-based best practices that account for different ages. It must publish a public report every two years detailing these findings and the efficacy of safeguards and parental tools. Within two years of establishment, it must publish a public playbook for providers on implementing best practices, covering areas like age verification, design features, parental tools, default settings, reporting systems, third-party safety software, and limits on recommendation systems and chatbots. The Partnership must coordinate with academic experts, researchers, parents, minors, educators, online platforms, constitutional law experts, and state attorneys general. The Partnership terminates five years after its establishment. The bill defines key terms: 'design feature' includes features like infinite scrolling or auto play that increase minor usage; 'minor' is under age 18; 'parent' is a legal guardian; 'parental tool' includes tools for parents to manage privacy, consent, purchases, time, reporting, and recommendation systems; and 'verifiable parental consent' is defined by the Children's Online Privacy Protection Act.
