Summary

This bill amends the Energy Conservation and Production Act to require the Secretary of Energy to consider additional factors before updating federal building energy efficiency performance standards. It adds a new subsection that mandates the Secretary to evaluate cost-effectiveness, technological feasibility, electric grid reliability, direct relation to energy efficiency, and whether the standards would force a building to switch energy types or sources. If a standard would require a transition from fossil fuel-generated energy to another source, the Secretary must treat that as a negative factor against updating the standards.
