Summary

This bill amends the Federal Water Pollution Control Act to reauthorize a pilot program for alternative water source projects. It defines new technologies, changes how grant money can be used, requires new reports to Congress, and increases authorized funding.

Sec. 2, Intelligent water infrastructure technology: This section adds a definition for "intelligent water infrastructure technology" to the law. This term covers a wide range of advanced tools and systems, including real-time monitoring and sensors, artificial intelligence for optimization, advanced digital design tools, technologies to detect water leaks and pipe damage, advanced metering for conservation, and resilient water supply projects that use real-time weather data.

Sec. 2, Uses of grants: This section changes the rules for how grant money from the pilot program can be spent. Grants can be used for engineering, design, construction, and final testing of alternative water source projects. However, grant money cannot be used for planning, feasibility studies, operation, or maintenance. A new exception allows grants to be used for engineering, design, construction, implementation, training, and operations related to adopting intelligent water infrastructure technology, and these costs are not considered operation or maintenance costs.

Sec. 2, Reports: This section requires the Administrator of the Environmental Protection Agency to submit a report to Congress within 180 days of the bill's enactment and annually after that. The report must describe the projects awarded grants for intelligent water infrastructure technology and the resulting resiliency improvements, and include recommendations to improve the grant program. The first report must also describe projects that were denied grants for this purpose and the reasons for denial.

Sec. 2, Funding: This section increases the authorized funding for the pilot program from $25,000,000 to $50,000,000 and extends the authorization from 2026 to 2028.
