Summary

This bill requires the Bureau of Industry and Security (BIS) at the Department of Commerce to modernize its information technology systems and applications through fiscal year 2030, subject to available funding. It authorizes $25 million per year from 2026 to 2029 for this purpose.

Sec. 2, Modernization of information technology systems and applications: The Under Secretary of Commerce for Industry and Security must modernize BIS's IT systems on an ongoing basis through fiscal year 2030. This includes replacing primary systems with a unified environment for case and customer management, adopting data fusion and analytics tools to streamline export license reviews and assess global industrial relationships, enhancing processes for maintaining lists of foreign threats (like the Entity List) and tracking military end users, and expanding data sharing interfaces with industry, federal agencies, and international partners. Before adopting any IT solutions, they must be analyzed for their ability to improve productivity and efficiency, reduce redundancies and costs, enhance data and cyber security, facilitate safe data sharing, and improve user experience for U.S. parties. The Under Secretary must also reassess staffing needs throughout the modernization and consult Congress on personnel levels.
