This bill directs the Federal Trade Commission to conduct a study on the potential impacts of public grocery stores. Sec. 3, Study on impacts of public grocery stores: Within 180 days of enactment, the FTC, consulting with the Agricultural Marketing Service and Food and Nutrition Service of the Department of Agriculture, must study the impacts of public grocery stores. The study must analyze competitive impacts on private grocery stores, farmers, food banks, wholesale food prices and supply chains, and the retail grocery sector; impacts on consumer access, choice, and prices, including in food deserts; whether public grocery stores receive subsidies, tax exemptions, or regulatory advantages; effects on agriculture and producer prices; long-term market impacts and barriers to entry and exit; and concerns about unfair competition or market distortion. The FTC must use existing data from itself, the Department of Agriculture, and other sources. Within one year of completing the study, and annually thereafter, the FTC must report to Congress the study results and recommendations for administrative and legislative action. The section defines key terms: Commission means the FTC; food bank means a nonprofit that collects and distributes food; food desert means a high-poverty census tract with residents far from a supermarket; private grocery store means a business not government-owned that sells general food; public grocery store means a business directly owned or operated by a government entity that sells general food.
