This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase federal grants for states that require domestic violence prevention training as part of their cosmetologist and barber licensing process.
Sec. 2, Grant increases: The bill adds a new subsection to the existing law. It defines "domestic violence prevention training" as free online or in-person training provided by a nonprofit anti-domestic violence organization, covering how to recognize, respond to, and refer clients to resources for domestic violence. An "eligible state" is one that has a law requiring all cosmetologist and barber license applicants to undergo this training. The Attorney General may increase a state's grant under the existing program by up to 10 percent of the average of the three most recent awards, subject to available funds. Eligible states must apply with information about their law. The grant increase lasts one year, can be renewed, but for no more than three years total. The bill authorizes $5,000,000 per year from fiscal years 2026 through 2032 for this purpose.
