Summary

This bill requires federal agencies with SBIR (Small Business Innovation Research) or STTR (Small Business Technology Transfer) programs to collect and make publicly available additional information about research institutions subcontracted by award recipients. It also expands database reporting to include Phase III awards and subcontractor details.

Sec. 2, Improvements to website relating to the SBIR program or STTR program: For both SBIR and STTR awards, the bill adds a new requirement that agencies must collect and display on their websites, for each research institution subcontracted by an award recipient, the name and location of that institution, whether it is an institution of higher education, a nonprofit institution, or a federally funded research and development center, and for institutions of higher education, whether it falls into specific categories such as a part B institution, Hispanic-serving institution, Tribal College or University, Alaska Native-serving or Native Hawaiian-serving institution, Predominantly Black Institution, Asian American and Native American Pacific Islander-serving institution, or Native American-serving nontribal institution.

Sec. 2(c), Database reporting: The bill expands the existing SBIR/STTR database to include Phase III awards (previously only Phase I and Phase II) and requires the database to contain information about subcontracted research institutions, including their name, location, type, and for institutions of higher education, their specific designation under the Higher Education Act. The Administrator must update the database with this new information within one year of the bill's enactment.
