Summary

This bill reauthorizes and amends the Weather Research and Forecasting Innovation Act of 2017 to improve NOAA's weather research, forecasting, and prediction, expand commercial weather data opportunities, and enhance communication of weather information to the public. It also addresses harmful algal blooms, extreme heat, landslides, and other weather-related issues.

Title I, Reauthorization of the Weather Research and Forecasting Innovation Act of 2017: Amends various sections of the 2017 Act to prioritize public safety, authorize appropriations for weather research and forecasting, reauthorize the VORTEX-USA tornado experiment and hurricane forecast improvement program, update the Tsunami Warning and Education Act, and establish new programs for precipitation forecasting, computing resources prioritization, and uncrewed activities.

Title II, Enhancing Federal Weather Forecasting and Innovation: Establishes a Research, Development, Test, and Evaluation Program for weather radar, a Radar Next Program, and programs to address data voids in vulnerable areas, improve forecasts for atmospheric rivers, coastal flooding, storm surge, aviation weather, and coastal marine fog. It also requires a strategy to transition the Advanced Weather Interactive Processing System to the cloud and addresses workforce hiring and artificial intelligence for forecasting.

Title III, Commercial Weather and Environmental Observations: Amends the Commercial Data Program and Commercial Data Pilot Program, adds contracting authority to avoid duplication, and establishes data assimilation, management, and sharing practices.

Title IV, Communicating Weather to the Public: Requires NOAA to maintain and improve risk communication for hazardous weather or water events, modernize hazard communication research, improve National Weather Service communications and NOAA Weather Radio, conduct post-storm surveys, and collect data on public response to weather communications.

Title V, Improving Weather Information for Agriculture and Water Management: Amends provisions related to weather and climate information for agriculture, reauthorizes the National Integrated Drought Information System, maintains the National Mesonet Program and National Coordinated Soil Moisture Monitoring Network, and updates the National Water Center.

Title VI, Harmful Algal Bloom and Hypoxia Research and Control: Amends the Harmful Algal Blooms and Hypoxia Research and Control Act of 1998 to update assessments, task force, and action strategy, and addresses other harmful algal bloom matters.

Title VII, Preventing Health Emergencies and Temperature-related Illness and Deaths: Establishes the National Integrated Heat Health Information System Interagency Committee and the National Integrated Heat Health Information System within NOAA to address extreme heat, and authorizes appropriations for these activities.

Title VIII, National Landslide Preparedness Act Reauthorization: Amends definitions under the Flood Level Observation, Operations, and Decision Support Act and reauthorizes the National Landslide Preparedness Act.

Title IX, Other Authorities: Authorizes the Under Secretary to develop meteorological observation stations in the Arctic region, and requires an unfunded priorities list, reports, and plans from NOAA.
