Summary

This bill directs the Chairman of the Surface Transportation Board to establish an advisory committee on rail electrification to study and issue recommendations on barriers to rail electrification, including research and development needs. The committee must include a balanced representation of passenger railroads, freight railroads, electric utilities, electric equipment manufacturers, rail equipment manufacturers, state governments, and relevant federal agencies. Within two years of enactment and every two years thereafter until the committee terminates, the Chairman must submit a report on the committee's study and recommendations to the House Transportation and Infrastructure Committee and the Senate Commerce, Science, and Transportation Committee. The advisory committee will terminate 10 years after the bill's enactment.
