Summary

This bill reauthorizes and amends the Collaborative Forest Landscape Restoration Program, which was originally established under the Omnibus Public Land Management Act of 2009. It updates program criteria, funding, and reporting requirements to continue forest restoration projects through fiscal year 2034.

Sec. 2, Collaborative Forest Landscape Restoration Program Reauthorization: The bill makes several changes to the program. It expands the list of eligible project purposes to include addressing species or pathogens, and requires standardized monitoring questions and indicators. It adds a requirement for a Federal staffing plan to support collaborative groups. For project selection, it adds new criteria: proposals using innovative implementation mechanisms like conservation finance or good neighbor agreements; proposals reducing wildfire risk or increasing ecological restoration across land ownerships, including in the wildland-urban interface; and proposals enhancing watershed health and drinking water sources. It increases the maximum project duration from 10 to 20 years and the initial funding period from 2 to 4 years. It adds conflict resolution or collaborative governance as an authorized use of funds. It raises the annual funding cap per project from $4,000,000 to $8,000,000, and extends the program's authorization through fiscal year 2034.
