Summary

This bill amends the Office of National Drug Control Policy Reauthorization Act of 1998 to add new reporting, funding, and resource requirements focused on fentanyl trafficking. It requires the Director of National Drug Control Policy to include in annual reports a description of how High Intensity Drug Trafficking Area (HIDTA) funds are used to investigate and prosecute fentanyl trafficking, including amounts of fentanyl seized and law enforcement data. It also requires HIDTA annual reports to include any limitations on meeting area goals and recommendations to address them. The bill authorizes $333,000,000 for each fiscal year 2025 through 2030 for HIDTA programs. It increases the authorization for the Drug Enforcement Administration's Diversion Control Fee Account from $10,000,000 to $14,224,000 and adds new purposes for those funds, including assistance to law enforcement for fentanyl interdiction and other fentanyl prevention activities. Finally, it requires the Attorney General to make sufficient investigative and prosecution resources available for fentanyl trafficking cases, including a process for temporarily reassigning assistant United States attorneys to HIDTA areas upon request.
