Summary

This bill amends the Wild Free-Roaming Horses and Burros Act to require the Secretary of the Interior to use fertility controls to manage wild horse and burro populations and to encourage training opportunities for military veterans in range management activities.

Sec. 2, Amendments to the Wild Free-Roaming Horses and Burros Act: The bill changes the process for removing excess animals by requiring the Secretary to take immediate steps to achieve appropriate management levels, in a specified order and priority. It adds a new first step requiring the Secretary to implement humane, reversible, non-surgical, medically safe on-range immunocontraceptive vaccine fertility controls. In doing so, the Bureau of Land Management must prioritize recruiting military veterans to train and become certified in applying these fertility controls, including the certified PZP applicator certification. The Secretary must provide appropriate compensation to participating veterans and is authorized to contract with veterans who complete the training to carry out management activities. Such contracted individuals are not considered U.S. officers or employees based on the contract.
