Summary

This bill directs the Secretary of the Interior to submit a report to Congress on how the National Park Service interprets and applies the Standards for Rehabilitation for the Federal Historic Preservation Tax Incentives program.

Section 1, Report: Within one year of enactment, the Secretary must submit a report to the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources. The report must include data from the past 10 years on application processing times, hold notices, conditions, denials, approvals, and withdrawals. It must also describe areas for improvement to the Standards to remove barriers to affordable housing while preserving historic properties, opportunities to update guidance for converting nonresidential buildings into housing, remediating hazards, adding energy efficiency, improving disability access, and addressing other user-raised barriers. The report must detail steps taken to clarify Standards for affordable housing, frequent issues raised by stakeholders, and the process for updating guidance. Finally, it must include recommendations to make the program more compatible with affordable housing, protect historic properties from climate risk, and consider economic and technical feasibility.
