Summary

This bill reauthorizes and improves the National Breast and Cervical Cancer Early Detection Program (NBCCEDP) for fiscal years 2026 through 2030. It amends the Public Health Service Act to expand the program's goals, update reporting requirements, and authorize funding.

Sec. 3, National Breast and Cervical Cancer Early Detection Program: This section makes several changes to the program. It updates the program's purposes to include prevention, ensuring appropriate follow-up services, enhancing support activities like patient navigation and evidence-based strategies to increase screening, reducing disparities in cancer incidents and deaths, and improving equitable access to screening and diagnostic services. It also removes a previous subsection (d) from section 1501. For state programs, it requires that screening and diagnostic services be consistent with relevant evidence-based recommendations. It changes the reporting schedule for the program's report to Congress: the first report is due 2 years after this bill's enactment, and subsequent reports are due every 5 years, covering the preceding 2 or 5 fiscal years respectively. Finally, it authorizes $235,000,000 for each fiscal year from 2026 through 2030 for the program.

Sec. 4, GAO Study: By September 30, 2027, the Government Accountability Office must report to Congress on the NBCCEDP. The report must include an estimate of how many people are eligible for the program's services, a summary of trends in the number of people served, and an assessment of factors driving those trends, including any barriers to accessing screenings.
