Summary

This bill aims to improve cooperation between the United States and the authorities of Taiwan regarding travel and tourism. It directs U.S. officials to engage with Taiwan on tourism expansion, requires reports on these efforts, and mandates a study on establishing a preclearance facility in Taiwan.

Sec. 2, Definitions: Defines key terms used in the bill. "Appropriate congressional committees" refers to six specific committees in the Senate and House. "Assistant Secretary" means the Assistant Secretary of Commerce for Travel and Tourism.

Sec. 3, Tourism cooperation with Taiwan: Within 90 days of enactment, the Assistant Secretary, with the Commerce and State Secretaries, must seek to engage Taiwan's authorities to expand travel and tourism cooperation. Efforts include enhancing travel, strengthening tourism industries through events, advising on cultural heritage, coordinating visitor safety, and conducting mutually beneficial activities. All measures must protect sensitive information and U.S. economic interests. A report on implementation is due within 270 days and annually for five years, covering cooperation efforts, challenges, and relevant matters.

Sec. 4, Report on preclearance facilities in Taiwan: Within 180 days of enactment, the Homeland Security Secretary, consulting Commerce and State Secretaries, must report to Congress analyzing the feasibility and advisability of a preclearance facility in Taiwan. The report must describe a plan for such a facility or others in the Indo-Pacific, assess impacts on trade, tourism, passengers, cost savings, government collaboration, CBP staffing, and U.S. foreign policy objectives, and include information on homeland security benefits and vulnerabilities.
