Summary

This bill provides for conservation and economic development in southern Nevada through land transfers, boundary adjustments, and various land use designations. It transfers federal land to be held in trust for Native American tribes, adjusts boundaries of conservation areas, establishes special management areas, designates wilderness additions, authorizes land conveyances to local governments, and addresses miscellaneous provisions such as off-highway vehicle recreation areas and flood control.

Title I, Tribal empowerment and economic development: Transfers specific federal land to be held in trust for the Moapa Band of Paiutes and the Las Vegas Paiute Tribe, and takes approximately 196 acres of tribal fee land into trust for the Moapa Band.

Title II, Clark County, Nevada: Amends definitions and boundaries for Red Rock Canyon National Conservation Area, authorizes land disposal and public purpose conveyances, revokes the Ivanpah Area of Critical Environmental Concern and establishes Stump Springs and Bird Springs Valley Special Management Areas, extends the Clark County Multiple Species Habitat Conservation Plan, designates Maude Frazier Mountain, adjusts the Sloan Canyon National Conservation Area boundary, and conveys the Clark County Job Creation Zone for nonresidential development.

Title III, Wilderness: Adds approximately 10,095 acres, 3,789 acres, and 19,716 acres of federal land to existing wilderness areas in the National Wilderness Preservation System.

Title IV, Local government conveyances for public purposes: Authorizes conveyances of federal land without consideration to Boulder City, Mesquite for Virgin River watershed protection, Clark County for public safety and wildfire response, Moapa Valley Water District for water supply infrastructure, and North Las Vegas for a fire training facility.

Title V, Implementation of Lower Virgin River watershed plan: Amends the Mesquite Lands Act of 1988 to allow funds to be used for development and implementation of a watershed plan for the Lower Virgin River.

Title VI, Southern Nevada Limited Transition Area: Redefines the transition area in Henderson, Nevada, as approximately 742 acres, and amends authorized uses and retention provisions for that land.

Title VII, Miscellaneous provisions: Establishes Laughlin and Logandale Trails off-highway vehicle recreation areas, directs completion of six erosion control weirs on the lower Las Vegas Wash within 8 years, requires amendment of the Las Vegas Resource Management Plan to allow flood control facilities in the Coyote Springs Desert Tortoise Area of Critical Environmental Concern, and states that the bill does not affect state jurisdiction over fish and wildlife on federal land.
