Summary

This bill amends the Internal Revenue Code to expand eligibility for the refundable premium tax credit for health insurance coverage under a qualified health plan. Sec. 2, Increase in eligibility for credit: The bill removes the current income cap that limits the credit to households with income up to 400 percent of the federal poverty line, so households with income above 400 percent become eligible. It also replaces the existing table of applicable premium percentages with a new table: for income up to 150 percent of poverty, the percentage is 0; from 150 to 200 percent, it slides from 0 to 2.0; from 200 to 250 percent, from 2.0 to 4.0; from 250 to 300 percent, from 4.0 to 6.0; from 300 to 400 percent, from 6.0 to 8.5; and for 400 percent and higher, it is 8.5. Several conforming amendments related to affordability of coverage are made. The changes apply to taxable years beginning after December 31, 2025.
