This bill requires the Secretary of Energy to study new technologies and opportunities for recycling spent nuclear fuel. The Secretary must seek an agreement with the National Academies of Sciences, Engineering, and Medicine to assemble an independent committee of experts to conduct the study. The study must analyze the practicability, benefits, costs, and risks of recycling spent nuclear fuel into usable fuels for reactors and other applications, compare recycling to the once-through fuel cycle, assess different recycling processes, evaluate extracting isotopes for medical and other uses, analyze coupling recycling facilities with other facilities, identify impacted parties, assess siting approaches, identify tracking methods, identify regulatory gaps, and evaluate policy changes. The Secretary must submit a report to several congressional committees within 12 months of the agreement, describing the study results, with specific sections including an executive summary, historical overview, results, challenges, and policy recommendations.
