Summary

This bill requires the U.S. government to identify and designate ports, harbors, or marine terminals in certain Western Hemisphere free trade partner countries that are accessible only through land owned by U.S. persons and that have been nationalized or expropriated by that country's government on or after January 1, 2024. It then prohibits vessels that have used such designated property from importing goods into the U.S., docking passenger vessels, or receiving servicing in the U.S. It also directs the U.S. Trade Representative to raise objections related to such property in USMCA joint reviews and requires several reports to Congress.
