This bill amends the Fair Credit Reporting Act to require consumer reporting agencies to place security freezes for protected consumers (such as minors) upon request from their representative, and requires the Social Security Administration to include information on how to request such a freeze when issuing a Social Security number or replacement card to a protected consumer under 16.
Sec. 2, Security freezes for protected consumers: This section amends the Fair Credit Reporting Act to require that, upon a direct request from a protected consumer's representative with sufficient proof, a consumer reporting agency must place a security freeze free of charge within 1 business day if the request is by phone or secure electronic means, or within 3 business days if by mail. The agency must also notify other consumer reporting agencies within 3 business days, and those agencies must then place the freeze within the same timeframes.
Sec. 2(b), Requiring the Social Security Administration to include information on placing a security freeze: This section amends the Social Security Act to require the Commissioner of Social Security, when issuing a Social Security number or replacement card to a protected consumer under 16, to include information on how the consumer's representative can request a security freeze. This requirement takes effect 12 months after the bill is enacted.
