Summary

This bill requires the National Cyber Director to submit a plan to Congress for establishing a Federal institute that would serve as a centralized resource and training center for Federal cyber workforce development.

Sec. 2, Federal Cyber Workforce Development Institute: The National Cyber Director must, within 180 days of enactment and in consultation with several agency heads, submit a publicly available plan to Congress for a Federal institute. The institute would provide training for new hires and mid-career personnel in Federal cyber work roles, as well as for human resources staff handling cyber personnel. The plan must detail institute functions including modular, role-specific training with hands-on learning, curriculum development aligned with the NICE framework, prioritization of entry-level positions, a badging system, and both in-person and virtual options. The plan must also recommend organizational placement, identify use of existing or new facilities, estimate funding and authorities needed, describe a security clearance process, and outline how training could be provided through up to five designated academic institutions. The Director must consult with several councils to develop tools for human resources professionals. Within 280 days, the Director must brief Congress on the plan and its funding needs. No additional funds are authorized for this Act.
