Summary

This bill directs the Secretary of Defense to accelerate the implementation of quantum information science technologies within the Department of Defense. It establishes a set of activities, designates a Principal Quantum Advisor, and creates a national defense quantum information science joint center of excellence to transition these technologies from research to operational use.

Sec. 2, Joint quantum information science defense transition activities: The Secretary of Defense must establish activities to accelerate adoption of quantum information science technology, including exploring use cases, developing transition plans, and carrying them out. Within 180 days, a senior official must be designated as the Principal Quantum Advisor to coordinate these activities, identify operational challenges that quantum solutions could address, and begin prototyping solutions at technology readiness level 5 or higher by the end of fiscal year 2025. For solutions at level 4 or lower, a funding plan must be submitted to Congress. The Advisor must also engage with industry and academia quarterly, align with AUKUS and NATO efforts, and develop a five-year strategic plan for quantum technology development, procurement, and implementation. A national defense quantum information science joint center of excellence is to be established, with $20 million authorized per year from 2025 through 2029. The Secretary must also enhance quantum research opportunities at military academies and ROTC, and require budget review by the Principal Quantum Advisor.
