Summary

This bill, the Philippines Enhanced Resilience Act (PERA Act), aims to modernize the defense capabilities of the Philippines and strengthen the U.S.-Philippines alliance. It authorizes the use of Foreign Military Financing and other authorities for this purpose.

Sec. 2, Modernizing the defense capabilities of the Philippines: The Secretary of State, with the Secretary of Defense, must use authorities to strengthen the alliance and support modernization of Philippine defense. A purpose of Foreign Military Financing programs is to provide assistance, including equipment and training, to modernize the Armed Forces of the Philippines for territorial sovereignty, maritime awareness, countering coercion, regional contingency infrastructure, and counterterrorism cooperation.

Sec. 2(c), Annual spending plan: By March 1, 2025, and annually for 5 years, the Secretary of State, with the Defense Secretary, must submit a plan to Congress on how authorized funds would be used for the purpose described.

Sec. 2(d), Annual report on defense relationship: Within 270 days of enactment and annually for 7 years, the Secretary of State must submit a report to Congress on steps to enhance the defense relationship. The report must describe needed capabilities (e.g., coastal defense, long-range fires, air defenses, maritime security, aerial systems, ground vehicles, intelligence, cybersecurity) and any additional authorities or funding needed. Reports are unclassified but may have a classified annex.

Sec. 2(e), Authorization of appropriations: $500,000,000 is authorized for each fiscal year 2024 through 2029 for Foreign Military Financing grant assistance for the Philippines, in addition to other amounts.

Sec. 2(f), Use of funds: At least $500,000 each fiscal year must be used for blanket order agreements for Foreign Military Financing training programs related to Philippine defense needs.
