This bill makes the Medicare Diabetes Prevention Program a permanent, covered benefit under Medicare Part B, replacing the current pilot program. It defines the services, eligible individuals, and suppliers, and establishes a payment structure.
Sec. 2, Medicare Diabetes Prevention Program: This section adds diabetes prevention program services as a covered benefit under Medicare Part B starting January 1, 2025. Services are structured behavioral health sessions following a CDC-approved curriculum for eligible individuals (those with Part A and B, no diabetes diagnosis, no end-stage renal disease, and meeting other criteria). There is no lifetime limit on participation. It also defines 'diabetes prevention program suppliers' as entities recognized by the CDC's Diabetes Prevention Recognition Program, and sets enrollment, documentation, inspection, and termination requirements for them.
Sec. 3, Sunset of MDPP Expanded Model: No payments will be made under the existing Medicare Diabetes Prevention Program Expanded Model pilot program after January 1, 2025.
Sec. 4, Update to Regulations: The Secretary of Health and Human Services must update specific federal regulations by November 30, 2024, to align with the new program.
Sec. 5, Report: By January 1, 2028, the Secretary must report to Congress on the program's impact, including participation rates, weight loss, health outcomes, and diagnoses and costs related to type 2 diabetes.
