Summary

This bill requires the Federal Communications Commission (FCC) to auction spectrum in the 1.3 to 13.2 gigahertz band and modernizes the Spectrum Relocation Fund. The Assistant Secretary of Commerce for Communications and Information must identify at least 2500 megahertz of spectrum in this band for reallocation, including at least 1250 megahertz for full-power commercial licensed use, with a schedule: at least 1250 megahertz within 2 years and the rest within 5 years. The FCC must auction at least 1250 megahertz for full-power commercial licensed use, completing at least 600 megahertz within 3 years and the rest within 6 years. The FCC must make at least 125 megahertz available for unlicensed use within 2 years, and any remaining identified spectrum not auctioned or made unlicensed must be made available for licensed or unlicensed use within 8 years. The bill extends FCC auction authority for this band until 8 years after enactment and requires reports and briefings to Congress on progress. It also shortens notification timelines for the Spectrum Relocation Fund from 30 or 60 days to 15 days, and expands eligible relocation costs to include state-of-the-art systems if they enable reallocation of significantly more valuable spectrum.
