Summary

This bill requires the Election Assistance Commission (EAC) to develop voluntary guidelines for election offices on the use and risks of artificial intelligence (AI) technologies in election administration, and to study AI's impact in the 2024 federal elections.

Sec. 2, Voluntary guidelines for election administration addressing AI: Within 60 days of enactment, the EAC, consulting with the National Institute of Standards and Technology, must submit a report to Congress, issue to state and local election offices, and make public voluntary guidelines covering: risks and benefits of using AI in election administration; cybersecurity risks of AI; how AI-generated information affects sharing of accurate election information and how election offices should respond; and how AI-generated information can spread election disinformation that undermines public trust.

Sec. 3, Study on AI use in the 2024 elections: By November 5, 2025, the EAC, consulting with NIST, must study and report to Congress, issue to election offices, and make public a report on AI use and impacts in the 2024 federal elections, including how AI-generated information was shared and AI use by election offices. Based on the study, the EAC must review and update the voluntary guidelines as appropriate.
