The LNG Security Act amends the Natural Gas Act to expedite and expand approvals for exporting liquefied natural gas (LNG). It deems certain exports as automatically in the public interest and sets strict deadlines for the Federal Energy Regulatory Commission (Commission) to decide on export applications, with automatic approval if deadlines are missed.
Sec. 2, Action on applications to export liquefied natural gas: This section changes the Natural Gas Act. It says that exporting natural gas to countries that have a free trade agreement with the U.S., or to countries that import, can import, or have imported natural gas from Russia or Iran, is automatically considered in the public interest and must be approved without changes or delay. This does not apply to countries under U.S. sanctions or excluded by Congress. It also adds a new subsection requiring the Commission to issue a final decision on an LNG export application within 45 days after all required environmental reviews are published or after this law is enacted, whichever is later. If the Commission misses this deadline, the application is considered approved and the environmental review is deemed sufficient. It also gives the U.S. Court of Appeals for the circuit where the LNG facility is located exclusive and expedited jurisdiction over any legal challenges to the Commission's decision on that application.
