This bill supports research on privacy enhancing technologies (PETs) and promotes responsible data use. It defines PETs as software, hardware, or technical processes that protect individual privacy and data confidentiality, including de-identification, anonymization, cryptographic techniques, and others determined by the National Science Foundation (NSF) and the National Institute of Standards and Technology (NIST).
Sec. 2, Promoting Privacy Enhancing Technologies: The NSF Director, consulting with other federal agencies, shall support merit-reviewed research on PETs, including fundamental research on de-identification, algorithms for privacy, data minimization, coordinated research awards, adoption barriers and opportunities, and international cooperative projects. The Cyber Security Research and Development Act is amended to include 'privacy enhancing technologies and confidentiality' in its computer and network security program. The Office of Science and Technology Policy, through the Networking and Information Technology Research and Development Program, coordinates with NSF, NIST, and the Federal Trade Commission to accelerate PET development and use. NIST conducts outreach to stakeholders for input and develops voluntary, consensus-based resources to integrate PETs in data activities. Within three years, a report on PET research progress, voluntary resource development, and policy recommendations is submitted to specified congressional committees.
