Summary

This bill prohibits federal agencies from buying certain items containing PFOS or PFOA starting in 2025, and requires them to prioritize buying items without PFAS when possible.

Sec. 2, Prohibition on procurement of certain items containing PFOS or PFOA: Starting October 1, 2025, the head of an executive agency cannot enter a new contract to buy a covered item that contains perfluorooctane sulfonate (PFOS) or perfluorooctanoic acid (PFOA).

Sec. 3, Priority procurement of products not containing PFAS: The head of an executive agency must prioritize buying covered items that do not contain harmful perfluoroalkyl or polyfluoroalkyl substances (PFAS), when such items are available and practical.

Sec. 4, Definitions: "Executive agency" is defined by reference to title 41 of the U.S. Code. "Covered items" means nonstick cookware and cooking utensils, and furniture, carpets, and rugs treated with stain-resistant coatings.
