Summary

This bill prohibits the Secretary of Transportation from contracting with or granting funds to entities that use LiDAR technology from certain foreign entities, including China, Iran, North Korea, and Russia, with a waiver possible for national interest. It applies to obligations or expenditures from June 30, 2026 onward.

Sec. 2, Prohibition on operation, procurement, and contracting related to foreign-made LiDAR technology: The Secretary of Transportation cannot procure LiDAR from a covered LiDAR company, or contract with any entity unless it certifies no such LiDAR will be used in the contract. A waiver is allowed on a case-by-case basis with written certification to Congress 15 days before the activity, if it is in the national interest. The Secretary must also ensure that any loan or grant funds provided to an entity are not used to procure or use LiDAR from a covered LiDAR company. This section applies to funds obligated or contracts entered into on or after June 30, 2026. Definitions: 'Covered foreign country' means China, Iran, North Korea, and Russia. 'Covered LiDAR company' means any entity on the Consolidated Screening List or listed as a Chinese military company that produces or provides LiDAR. 'LiDAR' means a sensor that emits light via a pulsed or modulated laser and scans or flashes the environment to detect and measure range.
