This bill increases funding for the Federal Communications Commission's (FCC) program to replace communications equipment from untrusted vendors, appropriates new funds for that program, and requires the FCC to reauction certain spectrum licenses. Sec. 2, Additional "rip and replace" funding: The bill raises the cap on funding for the FCC's "rip and replace" program from $1,900,000,000 to $4,980,000,000. Sec. 3, Appropriation of funds: The bill appropriates $3,080,000,000 to the FCC for fiscal year 2024, available until spent, to carry out the "rip and replace" program. Sec. 4, FCC Auction 97 reauction of certain licenses; completion of reauction: Within one year of enactment, the FCC must start a competitive bidding process to grant licenses for spectrum in the AWS-3 bands that are in the FCC's inventory, and must complete the auction, including payments and license grants, regardless of whether the FCC's auction authority has expired.
