Summary

This bill requires the Energy Information Administration to include data on sustainable aviation fuel in its regular petroleum reports. It defines sustainable aviation fuel and related terms, and sets rules for how the data must be collected and reported.

Sec. 2, Reported data: The Secretary of Energy, through the Energy Information Administration, must add data on sustainable aviation fuel to the Petroleum Supply Monthly, Weekly Petroleum Status Report, and other relevant reports. The data must include the type, origin, and volume of feedstock used in production, broken down by state, Petroleum Administration for Defense District, the United States, and foreign countries. It must also include the total amount of sustainable aviation fuel produced in each state and the United States, and imported from each foreign country and all foreign countries. The data must be obtained using reliable statistical sampling that avoids double counting.

Sec. 3, Definitions: This section defines key terms. 'Applicable material' includes monoglycerides, diglycerides, triglycerides, free fatty acids, and fatty acid esters. 'Biomass' has the same meaning as in the Internal Revenue Code. 'Lifecycle greenhouse gas emissions reduction percentage' is the reduction compared to petroleum-based jet fuel, determined by the GREET model or the Carbon Offsetting and Reduction Scheme for International Aviation. 'Sustainable aviation fuel' is a liquid fuel (not kerosene) that meets ASTM standards, is not from coprocessing non-biomass feedstocks, is not from palm fatty acid distillates or petroleum, and has at least a 50% lifecycle greenhouse gas emissions reduction.
