This bill directs the Secretary of Energy to promote and facilitate the commercialization of domestic spent nuclear fuel reprocessing. Sec. 2, Spent nuclear fuel reprocessing: The Secretary of Energy must develop and implement policies to encourage and support the commercialization of spent nuclear fuel reprocessing technologies in the United States, in consultation with relevant industry stakeholders. The Secretary must also take measures to ensure the United States maintains a leading international role in spent nuclear fuel reprocessing. In carrying out these policies, the Secretary shall establish and enhance partnerships with private industry to pursue technological advances through research, development, and commercialization stages. The Secretary shall collaborate with the Nuclear Regulatory Commission to reconcile any differences in terminology, procedures, and processes related to reprocessing and recycling spent nuclear fuel. Not later than 12 months after enactment, and biannually thereafter, the Secretary must submit to Congress a report on progress, achievements, and challenges relating to the commercialization of spent nuclear fuel reprocessing technologies. The bill defines 'reprocessing' as processes to separate spent nuclear fuel into nuclear materials that may be recycled for use in new fuel and material that would be discarded as waste, and 'spent nuclear fuel' as defined in the Nuclear Waste Policy Act of 1982.
