This bill amends the Energy Policy and Conservation Act to require states to include supporting the physical security, cybersecurity, and resilience of local distribution systems in their state energy security plans.
Sec. 2, Consideration of the security of local distribution systems in state energy security plans: The bill adds a definition for 'local distribution system' as energy infrastructure owned and operated by an electric utility at 35 kilovolts or less. It expands state energy security plans to include suppliers, address energy supply disruptions from increased demand, deteriorating assets, and physical and cybersecurity threats, and adopt secure innovative energy technology. It requires plans to identify hazards including weather threats, human error, physical attacks on local distribution systems, and cybersecurity threats. Plans must also provide mitigation methods such as public-private partnerships, new financing models, and adoption of secure innovative energy technologies. The bill adds supplying products for reliable and resilient function of the bulk-power system and local distribution systems to plan considerations, and inserts 'local distribution system' alongside 'electric utility' in the definition of energy infrastructure.
