Summary

This bill amends the Affordable Connectivity Program (ACP) to tighten eligibility verification, add anti-fraud measures, and provide additional funding. It requires all eligibility determinations to use the National Verifier or National Lifeline Accountability Database, removes the option for providers to verify eligibility through their own low-income programs, and limits eligibility based on free school meal programs to households where a member actually receives such meals and the school's local educational agency does not use community eligibility. It also requires participating providers to obtain the last four digits of a household member's Social Security number for reimbursement. Households enrolled as of April 30, 2024, that lose eligibility due to these changes remain eligible for 180 days after enactment. The FCC must update rules within 180 days, and providers or USAC must re-certify households within 240 days.

Sec. 2(b), Limitation on changing providers: A household receiving the ACP benefit cannot be considered an 'eligible household' for a new broadband provider unless it has been with its current provider for at least 180 days.

Sec. 2(c), Antifraud controls, performance goals, and measures: Within 180 days of enactment, the FCC must develop and implement antifraud controls, performance goals, and measures for the ACP, considering recommendations from a January 2023 GAO report.

Sec. 2(d), Report on effectiveness: Within one year of enactment, the FCC Inspector General must report to Congress on how this section and its amendments have improved the ACP's efficiency and quality.

Sec. 2(e), Appropriation of funds: $6,000,000,000 is appropriated to the Affordable Connectivity Fund for fiscal year 2024, to remain available until expended.

Sec. 2(f), Rescission: The bill increases the amount rescinded in the Consolidated Appropriations Act, 2024 from $12,440,000,000 to $18,440,000,000.
