Summary

This bill establishes a regulatory review process for certain Environmental Protection Agency (EPA) publications that may have a major economic impact on agriculture. The Secretary of Agriculture must review each covered publication within 30 days to determine if it may have such an impact. If so, the Secretary must convene a review panel, notify congressional agriculture committees, solicit information from the EPA Administrator, and issue an economic impact statement. The review panel, including the Secretary, EPA and OMB employees, and four active producers, must review materials, collect advice, and submit a public report within 60 days. A regulatory action subject to a covered publication that has a major economic impact cannot be finalized until the EPA Administrator implements the review panel's recommendations. The bill defines key terms, including 'covered publication' as any notice that the EPA is preparing guidance, policy, regulation, or similar documents, and 'major economic impact' as an annual effect of $50 million or more, major cost increases, or significant adverse effects on competition or employment.
