Summary

This bill makes the Medicare Diabetes Prevention Program a permanent benefit under Medicare Part B, replacing the current pilot program. It defines who is eligible, sets rules for program suppliers, establishes a payment system, and requires a report to Congress on the program's impact.

Sec. 2, Medicare Diabetes Prevention Program: This section adds diabetes prevention program services as a covered Medicare benefit. These are structured behavioral health sessions following a CDC-approved curriculum, for eligible individuals without a diabetes diagnosis or end-stage renal disease, starting January 1, 2025. There is no lifetime limit on how many times an eligible person can enroll. It also defines 'diabetes prevention program suppliers' as entities recognized by the CDC, and sets requirements for their enrollment, documentation, data submission, and inspection. The Secretary can terminate a supplier for failing to meet requirements or improperly denying services.

Sec. 3, Sunset of MDPP Expanded Model: No payments will be made under the current Medicare Diabetes Prevention Program Expanded Model after January 1, 2025.

Sec. 4, Update to Regulations: The Secretary of Health and Human Services must update specific federal regulations by November 30, 2024, to align with this bill.

Sec. 5, Report: By January 1, 2028, the Secretary must report to Congress on the program's impact on participation, weight loss, health outcomes, and diabetes diagnoses and costs compared to the old model.
