Summary

This bill amends the Higher Education Act of 1965 to set limits on clock hour requirements for certain training programs eligible for federal student aid. It specifies that a program preparing students for a state-recognized profession can remain eligible if its clock hours do not exceed 150% of the state's minimum required hours, or 150% of a federal agency's minimum, whichever is greater.

Sec. 2, Clock hour requirements for certain programs of training: This section adds a new rule to the Higher Education Act. For a program that trains students for a state-recognized profession, if its clock hours exceed the state's minimum, it is still eligible for federal aid as long as the hours do not exceed 150% of the state's minimum or 150% of a federal agency's minimum for that training, whichever is greater.

Sec. 3, Effective date: The changes take effect on July 1, 2024, and apply starting with the 2024-2025 award year and all later award years.
