Summary

This bill requires the Government Accountability Office (GAO) to study and report on compensation and payment structures in the prescription drug supply chain that are based on a drug's price. Sec. 2, GAO study and report: The Comptroller General must conduct a study covering the types, magnitude, and prevalence of price-related compensation (like fees as a percentage of drug price) among intermediaries such as pharmacy benefit managers, plan sponsors, wholesalers, pharmacies, manufacturers, and others. The study must also examine business models, variation between affiliated and unaffiliated entities, potential conflicts of interest, patterns over time, factors driving use of such structures, and other relevant issues. A report with findings and recommendations must be submitted to Congress within two years of enactment.
