Summary

This bill amends the Energy Policy and Conservation Act to set limits on efficiency standards for certain distribution transformers and delay the effective date of any new standards. Sec. 2, Efficiency level for liquid-immersed and dry type distribution transformers: The Secretary of Energy cannot finalize any rule that requires an efficiency level higher than trial standard level 2 for liquid-immersed, low voltage dry type, or medium voltage dry type distribution transformers, as described in a specific proposed rule from January 2023. Additionally, any rule that sets the efficiency level at trial standard level 1 or 2 for these transformers will not take effect until 10 years after the rule is finalized.
