Summary

This bill amends the Public Health Service Act to require group health plans and health insurance coverage to provide informational resources to individuals diagnosed with Down syndrome.

Sec. 2, Providing informational resources related to Down syndrome: Within 60 days of learning of a Down syndrome diagnosis (including a prenatal diagnosis), a health plan or insurer must give the individual (or a parent or guardian if under 18) written, up-to-date, evidence-based, and culturally appropriate information about Down syndrome, covering physical, developmental, educational, and psychosocial outcomes. This information must be developed by medical experts or national medical/genetics organizations, and disability experts or patient advocacy groups. The plan must also provide contact information for at least one Down syndrome support organization, such as the National Down Syndrome Congress, National Down Syndrome Society, or Global Down Syndrome Foundation. This requirement applies to plan years starting on or after January 1, 2024.
