Summary

This bill amends the Post-9/11 Educational Assistance Program to provide a monthly housing stipend for veterans who take summer programs of education solely through distance learning. It adds a new clause to existing law to calculate the stipend for such programs that are shorter than 12 weeks during the summer.

Sec. 2, Monthly housing stipend for distance learning summer programs: The bill modifies section 3313(c)(1)(B) of title 38, United States Code, by inserting a new clause (iv) after clause (iii). This clause establishes that for an individual pursuing a program of education solely through distance learning that is shorter than 12 weeks during the summer, the monthly housing stipend equals the national average of the basic allowance for housing for a member with dependents in pay grade E-5, multiplied by the lesser of 1.0 or the number of course hours borne by the individual divided by the minimum number of course hours required for full-time pursuit, rounded to the nearest multiple of 10. The amendments apply to programs of education beginning on or after August 1, 2024.
