Summary

The Farm to Fuselage Act updates several Farm Bill programs to explicitly include sustainable aviation fuels (SAF) and related crops, aiming to support the development of a domestic SAF industry and create new markets for farmers.

Sec. 3, Updating the Biomass Research and Development Board: The Secretary of Agriculture must check if the Biomass Research and Development Board has enough expertise to evaluate SAF research and coordination, and can change the board's makeup and procedures as needed.

Sec. 4, Supporting sustainable aviation fuel biorefineries: The Secretary must provide grants for building demonstration-scale biorefineries that convert biomass to advanced biofuels, and loan guarantees for building or retrofitting commercial-scale biorefineries using eligible technology.

Sec. 5, Awarding sustainable aviation fuel as an advanced biofuel: The Secretary must make extra premium payments to encourage production of innovative advanced biofuels, capped at 25% of the initial payment. These include advanced biofuels with growing market demand and limited prior payments, specifically including aviation biofuels.

Sec. 6, Modification of biodiesel fuel education program: The biodiesel fuel education program is expanded to include aviation fleets.

Sec. 7, Modification of the biomass crop assistance program: Biofuel crops are excluded from the definition of crops that are eligible for certain assistance under the Biomass Crop Assistance Program.

Sec. 8, Establishing biofuel crop designation: The Federal Crop Insurance Act is amended to define 'biofuel crop' as camelina, carinata, pennycress, and other crops designated by the Secretary for advanced biofuel production, and to include biofuel crops in replanting provisions.

Sec. 9, Report to Congress: Within 18 months, the Secretary of Agriculture must report to Congress on how to streamline insurance approval for farmers to insure secondary crops with revenue from biofuel use, focusing on carinata, pennycress, camelina, and other oilseeds.

Sec. 10, Effective date: The Act takes effect 60 days after enactment.
