Summary

The TAP Promotion Act amends Title 10 of the U.S. Code to authorize representatives of veterans service organizations to promote certain veterans benefits during preseparation counseling under the Department of Defense's Transition Assistance Program (TAP).

Sec. 2, Presentation by a veterans service organization in TAP preseparation counseling: This section adds a new paragraph to existing law requiring that a presentation promoting benefits available to veterans under laws administered by the Secretary of Veterans Affairs be included in TAP preseparation counseling. The presentation must be standardized, reviewed and approved by the Secretary of Veterans Affairs, and submitted to the House and Senate Veterans' Affairs Committees at least 90 days before implementation. It must be presented by a national representative of a recognized veterans service organization, or if unavailable, a state or local representative authorized by the Secretary concerned. The presentation must include information on how a veterans service organization can assist in filing claims, cannot encourage membership in a particular organization, and cannot exceed one hour in length. Additionally, the Secretary of Veterans Affairs must submit an annual report to the Veterans' Affairs Committees identifying each organization that presented, the number of service members who attended, and any recommendations for changes.
