Summary

This bill makes several improvements to how the Department of Veterans Affairs administers educational assistance programs for veterans. It ensures full monthly housing stipends for veterans in their final semester, requires advance notice for certain VA rulemakings, extends the notice period for risk-based surveys of educational institutions, and allows multi-year waivers for accredited courses.

Sec. 2, Full monthly housing stipend for final semester: For veterans using Post-9/11 educational assistance in their last semester, term, or academic period, the VA must treat them as pursuing education on more than a half-time basis for purposes of the monthly housing stipend. This applies to quarters, semesters, or terms starting on or after August 1, 2023.

Sec. 3, Notice of VA rulemakings affecting educational assistance: For VA rulemakings related to educational assistance programs that are not subject to standard notice requirements, the Secretary cannot implement the rule until 180 days after providing notice and justification to students, educational institutions, and the relevant congressional committees. This applies to rulemakings on or after August 1, 2024.

Sec. 4, Notice to educational institutions of risk-based surveys: The VA must give educational institutions two business days' notice before conducting risk-based surveys, instead of the previous one business day.

Sec. 5, Multi-year waivers for educational institutions: The VA may waive the requirement for an educational institution to submit certain documentation for accredited courses for multiple years, rather than requiring annual renewal.
