Summary

This bill amends the Clean Air Act to remove the prohibition on using corn starch for advanced biofuel under the renewable fuel standard and requires periodic updates to the methodology for analyzing greenhouse gas emissions from corn-based ethanol and biomass-based diesel.

Sec. 2, Eliminating renewable fuel standard advanced biofuel corn starch prohibition: This section amends the definition of advanced biofuel to remove the exclusion of ethanol derived from corn starch, allowing corn starch to be used in advanced biofuel. It also strikes the definition of conventional biofuel. These changes apply starting the first calendar year after enactment.

Sec. 3, Greenhouse gas emissions from corn-based ethanol and biomass-based diesel: This section requires the EPA Administrator, within 90 days of enactment and every 5 years thereafter, to update the lifecycle analysis methodology for greenhouse gas emissions from corn starch ethanol and biomass-based diesel. The first update must use the most recent GREET model from Argonne National Laboratory. For subsequent updates, the Administrator may adopt, review, or update an appropriate methodology or continue using the GREET model.
