Summary

This bill creates a process for faster review of certain appeals of decisions made by the Department of the Interior. It applies to appeals filed with the Board of Land Appeals.

Sec. 2, Expedited reviews: A party appealing a Department of the Interior decision can ask the Board of Land Appeals for an expedited review. If they do, the Board must issue a final decision within 6 months of receiving that request, but not earlier than 18 months after the appeal was first filed. If the Board misses this deadline, the Department's original decision is treated as a final agency action, and any court review of it will be conducted from scratch (de novo). This process applies to appeals already pending when the bill becomes law, as well as those filed after.
